What is a Plumbing Compliance Certificate and why is it important?
A plumbing compliance certificate is recognition that a plumbers work complies with the prescribed plumbing standards, codes and regulations. This documentation is important, as it recognises that the plumbing works completed comply with the prescribed plumbing standards. Without the proper documentation, this is not guaranteed.
When is it needed?
There are many circumstances where a compliance certificate is required. Firstly, when the total value of works completed is $750 or more. This value is inclusive of labour, materials, appliances and fixtures, regardless of whether they were purchased by the plumber or the client.
Secondly, any works carried out on below ground sanitary and thirdly, any works involving cooling towers requires a certificate of compliance. The final reason is for any works involving consumer gas piping or gas appliances, regardless of the value of works completed.
What details are included?
Key information which will be included on the compliance certificate will vary depending on the type of works carried out. Generally, the key pieces of information include the date the plumbing works were completed, the value of the works and the plumbers name and license number. Any information about specific works and specific appliances installed is also required.
Who can issue the documentation?
Only a licensed plumber who has completed or supervised the works has the authority to issue the certificate.
Do I have to request the certificate or does the plumber provide one automatically?
Requirement by law is that the licensed plumber must lodge the compliance certificate with the Victorian Building Authority (VBA) within 5 days of completing any of the works. This is a serious offence if they fail to do so and can result in a substantial fine to the company.
